HEW Makes Revisions In Welfare WASHINGTON (AP) The Department of Health, Education and Welfare today announced it is making modest concessions in its final rules on highly controversial welfare social services spending. The department said it will continue to provide federal three-for-one matching grants for privately donated money. and allow families with higher incomes to participate in social services programs. It also will establish a sliding fee scale allowing working poor mothers to send their children to federally funded day-care centers.

HEW Secretary Caspar W. Weinberger said the regulations, most of them taking effect July 1, are designed "to get families off the welfare rolls and onto the job rolls, and keep them there." He said the new regulations will increase a services from 317,000 children this fiscal year to 532,000 in fiscal 1974 under social services, excluding another 466,000 openings that will be provided under other social security programs. Israeli Says Death Report Likely True JERUSALEM (AP). Foreign Minister Abba Eban said today reports that a Jewish family of five was shot dead in Iraq are probably true, according to information reaching Israel. He called it "a sombre and tragic development," and said it would be discussed at a special session of the Israeli parliament next week.

Press reports here said the Kashkoush family of Baghdad was shot dead by Iraqi agents. Israel is campaigning for the release and emigration of the Iraqi Jewish community, which numbers only a few hundred persons, claiming it is being persecuted by Iraq. Youth, 17, Arrested After Chase A 17-year-old boy was arrested by Roanoke police today after a high-speed chase of what they said was a car. The car, which turned out to have been stolen from Bishop's Auto Parts, 2000 block of Salem Avenue, SW, was wrecked when it smacked into a house on the corner of Salem Turnpike and Old Stevens Road. The chase began about 1:30 a.m.

when patrolmen R. L. Riggs and W. E. Moser spotted the car not far from the auto parts store.

The youth tried to run from the car after the crash, police said, but he was caught after a short chase on foot. Remains rest at Suther- WASHINGTON (AP) The nation's composite index of leading business indicators advanced 1.4 per cent in March although some indicators were down slightly, the Commerce Department e- ported today. With the March the index stood at 161.1 per cent of the 1967 figure of 100 per cent, which is used as the index base. Among the indicators, those increasing new orders for durable goods, price-labor cost ratio and industrial materials prices. Those decreasing were initial claims for unemployment insurance, contracts and orders for plant and equipment, stock prices and building permits. Government economists said the fact that the overall index had increased is a "good sign" for future economic performance.

They pointed to an increase of 8.2 per cent in industrial materials prices during March as an indication of a good strength of demand in the economy as these are prices for vital industrial materials.
